PC MPP Peter Shurman said the freeze is a red herring to divert public attention from ramped up government spending.
"What's really frozen about it?" Shurman said. "The fact of the matter is there's wiggle room everywhere."

Senior provincial government bureaucrats will continue to enjoy performance bonuses even under the so-called pay freeze.
Premier Dalton McGuinty said the government has chosen to freeze the overall amount of money available for performance pay at this year's level.
"That means for people who are entitled to performance pay, that they will continue to be entitled to performance pay," McGuinty said Tuesday. "It?s just that the maximum amount available for performance pay is now frozen. That?s what we?ve done. We think it?s the fair thing to do in the circumstances.?
The McGuinty government announced in its annual budget last week that it was immediately freezing pay for public sector workers who are not represented by some form of collective bargaining.
PC MPP Peter Shurman said the freeze is a red herring to divert public attention from ramped up government spending.
